'Le Plan Trochu', 1870-1871. After the disastrous defeat of the French at Sedan and the capture of Napoleon III, the Prussians surrounded Paris on 9 September 1870. The defence of the city was commanded by General Jules Trochu, who became President of the French Government of National Defence after a revolution on 4 September 1870. Trochu's plan for resisting the siege was based on a passive defence of the city, which was unpopular with much of the populace who wanted to see a more aggressive strategy involving breaking through the encircling Prussian forces.
