This is a radioactive ceramic plate called Fiesta ware, produced by the Homer Laughlin Company of West Virginia. The orange glaze produced by this company in the 1930's used uranium oxide in the glaze. Measurements have indicated that, up to 14% of the glaze can be uranium.
