Congressional Scales, A True Balance

During his presidency, Zachary Taylor, maintained a difficult balance between the Southern and Northern States and the issue of slavery. In his left hand he holds a weight entitled," Wilmot Proviso" (an act introduced in 1846 that would prohibit slavery in any territory acquired from Mexico on the Mexican War or in the future) in his right hand he holds a weight entitled "Southern Rights". The scales are evenly balanced with members of Congress representing their states. The balloon caption reads, "Who said I could not make a NO PARTY President? I defy you to show any party action here.".
