Caption: Sir Edwin Chadwick, British social reformer, 19th century (1956). Chadwick (1800-1890) was largely responsible for devising the system under which the country was divided into groups of parishes administered by elected boards, each with its own medical officer. Later, as commissioner of the Board of Health (1848-1854), he conducted a campaign that resulted in the passing of the Public Health Act of 1848. This legislation embodied Chadwick's belief that public health should be administered locally to encourage people to participate in their own protection.
