CHAMORRO. 19TH CENTURY-SPANISH ENGRAVER.. History of Spain. First Carlist War (1833-1840). The Eliot Treaty. The British diplomat Edward Granville Eliot travelled to the Basque provinces as a representative of the British government to reach an agreement between Carlists and Liberals that would allow the lives of prisoners of war to be respected. On 27th and 28th April 1835, the treaty was signed in Asarta and Logroño between Tomás Zamalacárregui (Carlist side), Gerónimo Valdés (Liberal side), Eliot and Lieutenant-Colonel Gurwood.
